Director of Strategic Implementation
Patricia Moen is a European American of primarily German and Norwegian descent. She was born in Kansas City, Missouri and currently resides in Minneapolis, Minnesota with her husband and two young children. She has been called “the best kept secret in the violence against women’s field” for her unique skill set that bridges big-picture ideas with practical implementation strategies.
Before launching LUPE, Patricia dedicated 16 years, most recently as Chief Operating Officer, to Casa de Esperanza, a Minnesota-based national Latina organization that works to engage and mobilize individuals, organizations and systems to end domestic violence. During her tenure, Patricia increased internal alignment and support for local initiatives, national initiatives, and administration; led, coached and developed management teams and directed the integration of new organizational leaders; managed the development and implementation of sustainability plans that increased government revenue by nearly $3 million and launched two multi-year local initiatives with revenue over $1 million; and developed and implemented policies to align the organization with federal requirements including successfully closing a clean desk review of six federal grants by the U.S. Department of Justice.
Patricia’s experience working directly with survivors and collaborating with community partners to deliver culturally-responsive services, as well as her fundraising and supervisory roles in the areas of Family Advocacy and Community Engagement, contribute to her broad perspective. She expertly uses her skills in strategic thinking, administration, systems-building, federal-grants management, organizational development, and mission driven leadership, along with her commitment as a compassionate advocate, to identify, lift up, build the capacity of, and foster the existing strengths and skills of individuals and organizations across the country.
Prior to joining Casa de Esperanza, Patricia was the Violence Against Women’s Act, Program Coordinator, at YMCA International Services in Houston. She holds a BA in History with distinction from the College of St. Benedict. She minored in Spanish, contributing to a mastery of the Spanish language that ensures her effectiveness in bilingual environments.
